UK and France Will Dispatch Forces to the Country should a Peace Agreement is Reached

The UK and France have formalized a statement of purpose concerning the deployment of troops in the nation if a peace agreement be concluded with Moscow, the UK Prime Minister, Starmer, has declared.

Following negotiations with Ukraine's allies in Paris, he noted that the allies would "set up operational bases in various parts of Ukraine and build fortified structures for weapons and equipment" to discourage any potential attack.

The coalition members also suggested that the US would play the primary role in verifying a halt in hostilities.

The Kremlin has repeatedly stated that any foreign troops in Ukraine would be considered a "valid objective", but has not yet issued a statement on this recent announcement.

The Situation and Continuing Hostilities

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in early 2022, and Russian forces presently controls about 20% of Ukrainian territory.

"This constitutes a crucial element of our commitment to stand with Ukraine for the long-term," remarked the British leader.

National leaders and senior officials from the "Coalition of the Willing" took part in the Paris negotiations.

He stated at a joint press conference, he added: "It paves the way for the operational parameters under which allied and coalition forces could work on Ukrainian soil, protecting Ukraine's skies and seas, and restoring Ukraine's armed forces for the years ahead."

The UK prime minister also stated that Britain would participate in any US-led confirmation of a possible ceasefire.

Security Guarantees and Negotiation Stances

Top American diplomat Steve Witkoff stated that "long-term defense assurances and substantial prosperity commitments are vital to a permanent resolution" in Ukraine – alluding to a key requirement made by Kyiv.

The negotiator noted the partner nations had "largely finished" their work on establishing such assurances "in order that the citizens of Ukraine know that when this war ends, it ends forever."

The former US envoy, US President Donald Trump's representative, also took part in the negotiations.

Meanwhile, French President Emmanuel Macron declared that Ukraine's allies had made "major headway" at the meeting.

He added that "strong" defense assurances for Ukraine had been settled upon in the case of a possible ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "huge advance" had been made in the talks, but qualified that he would only view efforts to be "sufficient" if they led to the conclusion of the conflict.

Recently, the Ukrainian leader suggested a settlement was "largely prepared". Finalizing the last 10% would "determine the future of the peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the center of ongoing disputes for negotiators.
  • Putin has consistently stated that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas or Russia will take control, dismissing any middle ground over how to end the war.
  • Kyiv has thus far rejected giving up any territory, but has floated the idea that Ukraine could pull back its forces to an mutually accepted point – but only if Russia does the same.

Russian forces presently occupies about 75% of the Donetsk oblast and some 99% of the bordering Luhansk region. The two regions form the industrial region of Donbas.

The original US-led comprehensive peace plan that was widely leaked to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Moscow's favor.
