The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Reality
Back in October 2022, as Rishi Sunak assumed office as British prime minister, he was the fifth consecutive British prime minister to take up the role in six years.
Triggered in the UK by Britain's EU exit, this signified unprecedented political turmoil. So how might we describe what is unfolding in the French Republic, now on its fifth prime minister in two years – three of them in the past 10 months?
The latest prime minister, the newly reinstated Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s flagship pensions overhaul in exchange for support from Socialist lawmakers as the cost of his administration's continuation.
But it is, in the best case, a short-term solution. The EU’s number two economic power is locked in a political permacrisis, the likes of which it has not experienced for decades – possibly not since the start of its Fifth Republic in 1958 – and from which there seems no easy escape.
Governing Without a Majority
Key background: ever since Macron initiated an ill-advised snap general election in 2024, the nation has had a divided assembly separated into three opposing factions – the left, far right and his own centrist coalition – without any group holding a clear majority.
Simultaneously, the country faces twin financial emergencies: its debt-to-GDP ratio and budget shortfall are now almost twice the EU limit, and hard constitutional deadlines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who lasted from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were ousted by the assembly.
In September, the president appointed his close ally Lecornu as his latest PM. But when, just over a fortnight later, Lecornu presented his government team – which proved to be much the same as the old one – he encountered anger from allies and opponents alike.
To such an extent that the following day, he stepped down. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a respectful address, he cited political rigidity, saying “party loyalties” and “certain egos” would make his job all but impossible.
A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for another 48 hours in a last-ditch effort to secure multi-party support – a task, to put it gently, not without complications.
Next, two of Macron’s former PMs publicly turned on the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, promising to vote down all future administrations unless there were snap elections.
Lecornu persisted in his duties, engaging with all willing listeners. At the end of his 48 hours, he appeared on television to say he believed “a path still existed” to avoid elections. The president’s office confirmed the president would name a fresh premier 48 hours later.
Macron honored his word – and on that Friday reappointed Sébastien Lecornu. So this week – with Macron helpfully sniping from the sidelines that the nation's opposing groups were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the 39-year-old PM spelled out his budget priorities, giving the Socialist party, who oppose Macron’s controversial pension changes, what they were expecting: Macron’s key policy would be frozen until 2027.
With the right-wing LR already on board, the Socialists said they would refuse to support censorship votes proposed against Lecornu by the far right and radical left – meaning the government should survive those ballots, scheduled for Thursday.
It is, however, far from guaranteed to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be seeking more concessions. “This,” said its head, Olivier Faure, “is just the start.”
Changing Political Culture
The problem is, the more Lecornu cedes to the centre-left, the more opposition he'll face from the right. And, similar to the Socialists, the conservatives are themselves divided over how to handle the new government – some are still itching to topple it.
A look at the seat numbers shows how difficult his mission – and longer-term survival – will be. A combined 264 lawmakers from the RN, LFI, Greens, Communists and hardline-right UDR want him out.
To succeed, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to vote with them, Macron’s fifth unstable premier in two years is, like his predecessors, toast.
Most expect this to occur soon. Although, by some miracle, the divided parliament musters collective will to approve a budget this year, the outlook afterward look bleak.
So is there a way out? Snap elections would be doubtful to resolve the issue: surveys indicate nearly all parties except the RN would see reduced representation, but there would still be no clear majority. A fresh premier would face the same intractable arithmetic.
Another possibility might be for Macron himself to step down. After winning the presidential election, his successor would disband the assembly and hope to secure a parliamentary majority in the ensuing legislative vote. But that, too, is uncertain.
Surveys show the future president will be Le Pen or Bardella. There is at least an strong possibility that French electorate, having elected a far-right president, might reconsider giving them parliamentary power.
In the end, France may not escape its predicament until its politicians accept the new political reality, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and compromise is not synonymous with failure.
Numerous observers believe that cultural shift will not be possible under the existing governmental framework. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the emergence of governing coalitions typical across Europe. The Fifth Republic may well have entered its terminal phase.”
